Military Spook In New Civilian Cyber Security Post
Dr Steve Marsh has unavoidably been quite public about his role as Deputy Director of the Office of Cyber Security (OCS) but over the last few weeks the existence of another Deputy Director has slowly leaked out.
Air Commodore Graham Wright CBE was drafted in at some point over the last couple of months. A Jaguar pilot, he was base commander at RAF Coltishall until it closed in 2006. After this, he went to the Ministry of Defence, becoming Director of its Directorate of Targeting and Information Operations (DTIO). DTIO was set up in 2001 to integrate military information operations and targeting, and improve intelligence support to IO. The web’s littered with info on their activities in Iraq in particular, so go digging if you want to find out more about DTIO.
In post at DTIO, he made some very interesting comments last year about the MoD’s increased investment in open-source intelligence gathering, particularly from blogs. Some might find these operations spooky but he also made some sensible remarks about the difficulties of cyber attack attribution, the need for careful analysis of the threat environment, and downplayed the risk from China. Most revealing of all, he suggested that there was no need for a ‘dedicated cybersecurity force’ analogous to China’s. Previously, he admitted, he had thought this was a good idea, but changed his mind because of the importance of not stovepiping operations in this area. This more nuanced approach to cybersecurity was presumably a factor in his appointment to the OCS and may hint positively at how the government will handle multi-agency coordination.
Wright came to my notice as he is scheduled to talk to Counter Terror Expo 2010 on ‘Securing the UK’s Position in Cyberspace’, and the schedule lists his new post. The Cabinet Office isn’t spilling as to his specific role and remit, but that’s par for the course. No doubt the appointment will raise concerns from some about a serving military officer in so senior a civilian post. I can’t really comment yet, mainly as the appointment and Wright’s employment status are at present unconfirmed. As usual, you’ll know when I know.
